Аннотация

В центральноазиатском регионе вода является дефицитным ресурсом. В настоящей статье рассматриваются некоторые экономические и регуляторные аспекты управления водными ресурсами.  После общего анализа ситуации в водном хозяйстве Казахстана с целью выявления ряда важных проблем в материале предлагаются экономические и финансовые инструменты для их решения.  В статье также анализируются регуляторные институциональные модели, которые обеспечивают более широкое участие различных заинтересованных сторон, равно как и предлагаются методы измерения эффективности разных подходов.  В конце статьи анализируется целесообразность перехода водного хозяйства Казахстана на более экономические принципы работы, включая потенциальные последствия такого перехода, в том числе, с точки зрения управления гидротехническими сооружениями, в частности, с участием негосударственных субъектов.
