Аграрные реформы и процесс продовольственной политики в Таджикистане

Аннотация

В статье исследуется процесс продовольственной и сельскохозяйственной политики в контексте аграрных реформ в Таджикистане. На примере Таджикистана применяется недавно разработанная концептуальная схема для понимания факторов влияющих на  политические изменения. Проводится исторический обзор аграрных реформ и оцениваются текущие проблемы стратегических задач в продовольственном и сельскохозяйственном секторах. Используя специальные инструменты для изучения cоотношения сил, финансирования и информационных потоков в процессе разработки политических решений, в статье составлена схема институциональной архитектуры и основных заинтересованных сторон в до- и постсоветский период. Информация, собранная в ходе групповых дискуссий, интервью с важными представителями информации  и недавние полевые исследования по вопросам продовольственной и сельскохозяйственной политики, используются для анализа факторов, определяющих различные этапы процесса формирования стратегически важных решений. Мы обнаружили, что понимание взаимосвязи политической экономики и политического процесса в Таджикистане является ключевым для разработки и реализации успешных мер в политических решениях. Несмотря на достигнутый прогресс, аграрные реформы, направленные на улучшение прав землевладения, укрепление АВП, обеспечение страхования урожая от засухи, являются необходимыми шагами для более обширного обсуждения политики. Обеспечение эффективности земельных реформ, создание системы пропаганды сельского хозяйства и поддержка сельскохозяйственных исследований являются примерами некоторых ключевых инициатив, на которых правительство должно сосредоточиться. Инвестиции в транспорт, складирование, кредитные учреждения и рынки с привлечением частного сектора ускорят процесс реформ.
