Аннотация

Академическая наука определяет отраслевую коррупцию, а именно коррупцию в секторе водного хозяйства, как одну из главных угроз развитию Центральной Азии. Целью данной статьи является анализ академических исследований затрагивающих тему водной коррупции, ее форм и типологий в различных секторах водного хозяйства (таких как водоснабжение и санитария, ирригация, гидроэнергетика и управление водными ресурсами). В частности, исследование направлено на изучение вопроса как коррупция в водном секторе определяется и анализируется в академических источниках в Центральной Азии. Результаты исследования показывают, что тема водной коррупции недостаточно изучена, и в академической литературе заметен недостаток анализа секторальных форм водной коррупции и способов борьбы с ней, особенно в Центральной Азии. Результаты обзора демонстрируют, что академическое сообщество лишь кратко упоминая системный и повсеместный характер коррупции в сфере водного хозяйства в Центральной Азии, обходит углубленное изучение данной проблемы. Следует отметить также и нехватку исследований – обзоров (review papers) по теме коррупции в сфере водного хозяйства не только на региональном, но и на глобальном уровнях. Таким образом, ожидается, что данный краткий обзор будет иметь академическое и практическое значение для выявления пробелов в исследованиях по теме водной коррупции, в частности в Центральной Азии. Учитывая ограничения метода краткого обзора (rapid review) для более глубокого понимания проблемы коррупции в сфере водного хозяйства в регионе необходимо в будущем дополнить данное исследование сбором первичных и вторичных источников в странах Центральной Азии.
